Regional Environment Accession Project (REAP), Multi-Country

PM provided assistance to a number of Ministries of Environment in pre-Accession countries with the implementation and enforcement of EU Environmental Directives.

A sample of the project outputs are summarised below:

Slovenia  -  Seveso II Directive

  • Guidelines/Methodologies for identifying major accident hazards and assessing the risk;
  • Guidelines for the elaboration of internal and external emergency response plans;
  • Pilot Study for selected Slovenian Enterprise and Local Authority;
  • Training Workshops on elaboration of internal and external emergency response plans.

Romania  -  Seveso II Directive

  • Assistance on legal drafting;
  • Guidelines/Methodologies for identifying major accident hazards and assessing the risk;
  • Guidelines for the elaboration of internal and external emergency response plans;
  • Pilot Study for selected Romanian Enterprise and Local Authority;
  • Training Workshops on elaboration of internal and external emergency response plans.

Slovakia - Nitrates Directive

  • Identification of the vulnerable zones in the territory of Slovakia;
  • Preparation of Code of ‘Good Agricultural Practice’;
  • Development of guidelines for Action Plan and implementation programme;
  • Dissemination of information in practice.

Poland - IPPC Directive

  • Information document about requirements of the Acquis and EU guidance documents about monitoring of emissions from installations to air, water and land and its use in three EU countries;
  • Guide for the Inspectorate and Polish permitting authorities and industry, with clear and practical recommendations on monitoring all emissions (to air, water and land).

Bulgaria  -  IPPC Directive

  • Overview of systems and documents used in three EU countries for implementation of the IPPC Directive;
  • Guidance on the production of annual reports associated with the IPPC permitting system;
  • Advice for the MoEW on the functions and uses of these annual reports;
  • Advice and assistance to the MoEW on their draft Regulations associated with the IPPC Directive;
  • Assistance with the current practical procedural algorithm to cover monitoring and enforcement;
  • Documents and guides existing in three EU countries on establishing and maintaining the EPER;
  • Preparation of a leaflet for Bulgarian industry explaining PER and its uses;
  • Advice on Pollution Release & Transfer Registers (PRTR).
