Management and Supervision of major Works Contract to improve municipal Waste Water Treatment Plant infrastructure
As part of the EC ISPA Programme for Romania, the Municipality of Arad is receiving support for a major Works Contract to improve undersized, inadequate and obsolete municipal WWTP infrastructure, with the objective of ensuring that the effluent discharged into the Mures River complies with EU and Romanian effluent standards. The direct Beneficiary of the consultancy support is the Regia Autonoma de Apa-Canal Arad (RAAC).
Works Contracts
The works contract includes the treatment of sewage and sludge:
- Rehabilitation of existing inlet works for storm water;
- Rehabilitation of the storm water basin;
- Inlet pumping station;
- Screens and grit washing facilities;
- Aerobic, aeration and final settlement tanks;
- Wash water pumping station;
- Return and excess sludge pumping stations;
- Sludge dewatering plant and storage area.
EU co-financing for the works contracts amounts to €13,5M.
Scope of PM Services
- Assessment of Works tender documents;
- Design checking;
- Assistance with Works procurement;
- Supervision of the works contract in accordance with FIDIC contract conditions;
- Certification of expenditure;
- Overseeing the Defects Notification Period;
- Sound financial management consultancy to Municipality;
- Study on agricultural use of sludge;
- Sewage network investigations using CCTV;
- Public awareness and public relations;
- Establishing Quality Assurance systems, Document Management Systems for management of the TA project;
- ISPA reporting requirements
