Bulgaria, Implementation of ISPA measures for Integrated Water Management

We are providing technical assistance for the implementation of ISPA measures in Smolian, Varna, Balchik, and Shoumen.

Through the ISPA programme, EU provides funds for environmental and transport measures in the candidate countries.  Within the Environment sector, the ISPA programme promotes projects which will assist the Bulgarian government in meeting its objectives under the Accession Partnership and specifically in achieving key objectives in the fields of pollution prevention and environmental protection.  Priority is given to projects, which implement the 'heavy investment' Directives in relation to drinking water, wastewater treatment, air quality and waste management.

In 2007 PM commenced work on an Integrated Water Project for 4 cities – Varna, Smolian, Balchik, Shoumen. Our Resident Technical Engineers are supporting staff of the Regional Water Companies and the Municipalities in the target towns, as well as staff from the ISPA Implementing Agency, in the overall co-ordination and management of the implementation of the 4 ISPA measures.
The project aims are successful implementation of the 4 ISPA measures and development of the beneficiaries capacity to coordinate and manage the infrastructure contracts.

PM  will deliver the following project outputs during the project life-time:
  • Support to PIU and RWC to successfully implement ISPA measures
  • Strengthening of financial management of executed projects
  • Ensure compliance with Bulgarian and EC regulations
  • Capacity enhancement and training
  • Development of technical and management procedures
  • Development of a comprehensive set of standard operating procedures and guidelines
  • Reports on the implementation of the ISPA measures

Specific contracts to be put in place and managed in order to address the ISPA measures include:

  • 5 Works Contracts (FIDIC Yellow Book)
  • 4 Works Contracts (FIDIC Red Book)
  • 4 Service Contracts (FIDIC Engineers)
